In order to start a new thread or reply to threads, you need to be a registered member and logged in to the forums.
Creating a Thread
Then you go the forum where you want to start the thread. You can access the forums from the home page. Note that you cannot start new threads when you are reading a thread, you have to go to the forum index (the page that list the threads in that forum).
Once you are in the forum index page, you can find the "Start New Topic" Button at the upper part of the page.

Once you click on that button, you will be presented with a post editor and everything should be easy after that.
Reply to Thread
To reply to other members threads is very easy. Se the screenshot.

Simply choose your identity, fill in the subject header for your message, type your message, and click (Post) to make your message public, or (Preview) if you would like to give your message a second look.

Note that you cannot use html codes in your threads but bbcodes works and it's highly recommended that you do tests here in (Test Section) to avoid spam threads or posts. Give it a try and find out what you can and can't do with your threads or posts.
